Does it sound like the one in this video?




If so the motor is bad. What happens is the slow speed part of the motor windings goes out. The motor starts on high speed then switches to slow speed when but since the slow motor windings are bad the motor stops. When the motor stops the high-speed kicks back on and you get a never-ending cycle of on-off on-off. I hope this makes sense. Here is a link to your motor.
