Hi Richard,

There are a few things that can cause this.

The most common is that the holes in the wash arm will get clogged with food particles. What happens when a dishwasher is working properly is that water is forced up through the wash arm. The holes in the wash arm are position in a way that when water is forced through them the wash arm will rotate. If even one of the holes is clogged the wash arm will not rotate properly thus there will be poor water circulation. If this is the case clean out the wash arm and your washer will be repaired. You may have to remove the wash arm to clean it.

Another thing to check for is the amount of water the washer is getting. This will vary from model to model but it should be at least an inch of water in the tub. If not you may have a problem with the water valve.

Sometimes wash arms will get holes in them. Typically it is under the ends of the wash arm. If this happens the water will stray out of the extra hole and the wash arm will not rotate properly. If this is the case you will have to replace the wash arm.

On whirlpool dishwashers sometimes the seal in the top of the pump assembly will go bad and the water will stray out from under it rather than up through the wash arm. The seal I am referring to is under the white housing cover just under the wash arm.
